We had some trying to use the under the soffit downspout area and we put some wadded/wrinkled up aluminum foil.
A concerned person wrote into Hometalk about birds that were using her door wreath as a mud based nest, in that instance I suggested mono filament fish line across the wreath.
If yours are using the top of your porch lights, just knock down when you see the beginnings of a nest.
It depends where they are trying to build their nest.

You can make use of shiny objects. Some garden balls, bird spikes or even repellent sprays.
I had robins that kept trying to build a nest in my porch. I kept removing the swigs, etc. whenever I saw it. After several days, they gave up and made their nest in a nearby tree.

Sounds as if you have House Martins in the eves. (this has supposed to be lucky, as they are fussy where to nest!
We had a little bit of success with hanging shiny objects (twirlers & cd's) but the best thing was when we purchased a fake owl. They stay away now from our porch & carport.
I tried large pinwheels. I thought that the movement and bright colors would keep the birds away. And it did for about a week. When they learned these only turned and didn't get up and move the birds perched right next to the moving pinwheels.
What seems to work and is very cheap is fishing line. But this was to prevent birds form perching and pooping on my fence.

If the nests are under a patio cover. Place a mirror or some soda can's where they are trying to make a nest. I had several places on my patio. I also put a bar of ivory soap next to the soda cans. Worked like a charm. No more patio nests
