What is the best way to fix a flat roof?

We have a roof that is insulated and had been painted over with a membrane paint. The problem is on one end the paint keeps on peeling every few years and it is an ongoing problem. What would be a good solution to eliminate this problem and have minimum upkeep for the roof?
