Top layer of 50 plus year old concrete patio starting flaking off top layer in two spots. Can this be fixed?
These two areas began flaking shortly after I put planters and hanging baskets in this area. Thinking maybe fertilizer may have something to do with it.
Is there a way to fix or patch this short of taking out old cement and replacing?

It is probably a combination of the chemicals and the added water. If you can remove the loose debris you should be able to top coat it with a "topping" compound...then once that is cured you should use a sealer. http://www.quikrete.com/productlines/SandToppingMix.asp
