Doesn't sound like you probably need to pay professional rates for this. You might put out an offer on Craigslist or the like. There might be someone in your neighborhood who needs a few extra bucks. I would be a little concerned about liability, though. Try to get that well cleared up before they start work. How tall is the flagpole?
