Happy Heart Day! This is my tried and true method for making burlap banners that hang great, can be hung anywhere, and have little to no fraying. Since burlap is so affordable, it's a great medium for banners, garland and pennant making. Hope you enjoy my tips.
The great thing about burlap banners, is you don't have to posses any special crafting skills to make them! Especially with these tips ;)
These are the supplies you will need:

-Burlap

-Scissors. Sharp scissors are a must and will make your job much easier.

-Felt

-Paint Brush

-Mod Podge

-Sharpie

-Something to hang it with. Twine, Bakers Twine, etc...

-Optional: Pattern To Trace

*Sharp scissors are a must and will make your job much easier.
This is your finished product! You can cut in virtually any shape, and decorate to suit your needs. Super for parties, home-comings, bridal and baby showers.
It's my second year using it, and you and you can see it's held-up wonderfully. It, a pillow and a few red pops made our sun room Valentine's Day ready in a snap!

*The materials for this project easily cost under $5.00. I did have the Mod Podge already one hand, so you're cost might be initially a bit higher.
