Yes, the #1 reason you need an electrician is to bring an outlet to the area. Besides this there are several steps you need to go through to close up the flue - cleaning the box, closing off the damper and sealing off the chimney at the roof so that no rain can penetrate. If you are unable to do this, I would highly recommend hiring a professional - water and electrical don't mix :)
@Designs by BSB Water and electrical do mix...they just don't mix well with no interaction....LOL.
Another possible option would be to convert the fireplace to gas (if your home is plumbed) Gas heat is often a far better economic choice...in terms of BTU's of usable warm per $
