I have a raise garden made with cast off tires. Use kilz first then exterior high gloss. You will have to repaint but only every 7 years or so

I use EB Emulsa bond mixed with exterior latex paint . I have tires that have been painted 20 years ago and they still look pretty good .I also mixed sand in the paint and it gives a nice texture . Hope that helps .

I do a lot of tire yard art and I use spray paint. I would say that 90% of the time spray paint works. If you flip a tire inside out you have to clean it really well before using any paint. I have stuff that has been outside for years and the spray paint looks just like it did when I painted it. Good luck.
