Use a cork board and push pins. Works great. All hang straight and easy to find any necklace by seeing all of them.
I placed push pins directly behind the door of my closet onto the dry wall as it was unused space. You can place them as high as you can reach and stagger rows of the push pins so the second row of push pins are in between the push pins above and so on down the wall. then hang your necklaces on them. In retrospect I would have gotten poster boards and attached those to the wall and then put the push pins into the poster board so I wouldn't have so many little holes in my wall if I decide on another option. For my ear-rings I used a pool noodle (one side sliced through to the middle of the noodle) and placed it over about a section of the lower closet rod and just stabbed the earrings into that. For earrings with backs, I placed the backs in a small bowl on the shelf above the lower rod. I have two stand-up type paper towel holders on the shelf above the rod with the pool noodle and have bracelets stacked on them. Only thing about that, you have to remove the bracelets that are above the one you want to wear, but it's no big deal. Since arranging all this, I've worn a lot more of my costume jewelry because it is where I can see it and not stuck in a drawer or jewelry chest where I forget about it. If you have expensive and/or vintage necklaces, don't hang them. It will stretch and ruin them, especially if they're strung with string.
