The bigger question is -- why would you paint vinyl? Vinyl is typically used because you never have to paint it !

The other thing to consider when painting vinyl siding, is the color. Do not go with a deep or clear base color, the siding could buckel from the heat, and then you will have a bigger problem.
high quality primer is the key to painting vinyl . Years ago I painted vinyl flooring using primer and good quality top coat. I got great results and the paint job lasted years.
You don't need a primer. Just go to Sher-Wms. and tell them you are painting over vinyl. They will tint your paint with what is called a 'vinyl safe formula'. Only make sure that it is well pressure washed.
Please remember this if you paint your siding. Vinyl expands and contracts based on temperature. Depending on temp when painted, you could end up with a line of unpainted siding on each piece when expands.
