Creating new boards

I received info about making a new board and even a snap shot of how to do it but I can't seem to find that exact snap shot on my page to follow the instructions. Am I missing something? I feel terrible to keep asking the same question but I am still having an issue. Would you or could you look at my page and see what I may be not seeing as to creating a board? I clip but the view you sent me does not appear. Thanks, M.j.
