Since basements are usually on the dark side, I would keep things very light. Perhaps a beach vibe.
Light up the corners of your room with lamps. Are you in one large room? Try to make your bedroom area separate from seating with easy room dividers, even pretty fabric hanging from the ceiling can section off that part. Comfortable seating and keep it picked up and organized.
I would decorate it light and bright. Wherever I had a window, I'd hang a mirror on the opposite wall to reflect the light back into the room. All my colors would be light ice cream colors. If a guy, I'd decorate it in lots of chrome - like an industrial look. If there's not much storage, I'd use trunks for end tables, coffee tables and night stands. I'd have a few large accessories rather than many little ones also to give it that clean look in a darker area.

Adding to my former post, I'd also add some green indoor plants to bring the outside in. There are many house plants that do not need direct lighting.
they make natural light boxes that you could mount, then decorate around it like it is a window. In a basement..Light is your best friend whether it be color, or actual lighting.
