They make cement floor paint in a variety of colors. It's sold at your local hardward store, and you can ask them about texturing too if that is something you are interested in as well.
Your basement floor can be painted. As always, the preparation before is the most important part of the project. You can paint it then stencil in another color to create most any look you'd imagine. Good luck! It will totally change your space :) I once painted my basement area white and it really made it refreshing.
You can do many finishes on concrete from stain, paint and epoxy floors.... I would make sure the floor is sealed first.
