I don't understand isn't your toilet in the water closet?
I know most people can use more storage. I like adjustable shelves in case you decide to add something tall or short the shelves can be adjusted to accomodate that item.
Also a good place to hang and store brooms, mops, etc.
You can add shelves around features or do narrow shelves on the walls. If you add a photo to your post, you can get some very specific ideas. The contributors on this site are very inventive.
How large or small is your water closet and what is in there besides the toilet? A picture would be very helpful to give you the best advice. What we can offer you sight unseen are general suggestions.

Floating shelves on the walls. Ladder leaning on wall to hang towels, or hooks attached to a board that is attached to the studs, command hooks attached to the edges of the sink, build a cabinet around the sink pipes that allow access to them and has doors to close to store soap cleaning products etc.

Fix up slat shelves or make shelves on casters so you can get to everythng. (Makes it easier when it comes to maintenance)

A great way to utilize space in a small area is to go "vertical". Even if you place rather shallow shelves on the walls, it will add lots of storage and decor space. Very narrow shelves could be used behind a door and still not interfere with it opening completely. Try to think outside of the usual! To keep items being stored looking good, place them in decorative boxes or baskets and perhaps label them attractively.

I personally suggest to make use of a cabinet on wall, that would work well.
I would use all kinds of bins with labels and shelving.
