is there any space behind the toilet for a storage rack?
first, medications should not be kept in a higher humdity room. Get a lockable small tool box and keep them in a bedroom. As for the towels, fold them lengthwise in thirds, roll up and put in a basket / milk crate under the sink.
My first thought is to hang shelves on the walls. Baskets on the shelves will make them look neater. You could also hang a basket/s from the ceiling.
If you don't have a medicine cabinet above your sink you should invest in one. They can be purchased at Home Depot, Lowes or online. There are those that are inserted into a hole you cut in the wall or those that are a surface mount. Craigslist or Facebook Marketplace are good alternatives for used at great prices. We are in the process of adding a shelf in our vanity to hold towels and cleaning supplies. And although they are not my favorite there are over the door storage solutions as well. Amazon is a good source to see all that is available. Good luck.
I’m sure you are asking for storage but a neat trick to make a small space LOOK larger is to place the flooring on the diagonal. This really works! It does NOTHING to make it larger its all optical illusion.
You can buy one of those small cabinets that go over the toilet. You just need to put it together. They are not high quality, but it might help in your situation. Another idea, if you have available wall space, is to buy a small cabinet and mount it on the wall.
Always think vertically when space is tight! One idea that I have seen and love is building a basic shelf above the door for storing towels or such. It is tidier than over the door hangers. I also love using hooks, rather than towel bars. If your stagger them, they use even less horizontal space. I also love using pretty apothecary jars or such for storing stuff right on the countertop. I highly recommend baskets on shelving for meds up high...or invest in a medicine cabinet. You can always check out Habitat for Humanity's thrift store called RESTORE for great inexpensive options! Best of luck!
I have a tiny bathroom, however I've used double tiered turntables in the space under the sink (cabinets). If you can't spread out, then go upward whenever possible
Instead of storing your towels in a basket on the floor .
Get a long thin rack you can put your rolled towels in length-wise so they’ll fit flat against the wall,
hang your rack on the wall.
Use your blank shower wall to put extra bottles instead of out in the open.

Everyone has given you great suggestions. Here are mine:
If you have a shower curtain in your bath, hang a second shower rod behind the first one and put a clear shower curtain that has pockets on it. Slide your shower curtain back to gain access to your items and then close it to hide your stuff. You can put hair brushes, bath items, wash cloths, even your tooth paste—what ever. Because the pockets are clear, you can see everything. https://www.amazon.com/GoodGram-Resistant-Fabric-Curtain-Pockets/dp/B01FRBH37Y/ref=sr_1_9?ie=UTF8&qid=1530654617&sr=8-9&keywords=shower+curtain+storage+organizer
Also replace your towel rods with one that hooks on your door hinges. (I have these in all my baths) This frees up your wall space for shelves. Don’t be afraid to go high with your shelves to store extrashttps://www.amazon.com/Household-Essentials-H12101-Hinge-Clutterbuster/dp/B001UE6I4W/ref=sr_1_6?s=home-garden&ie=UTF8&qid=1530655007&sr=1-6&keywords=door+hinge+towel+rack
