I just did mine for about that. $9 on paint from the oops bin at lowes, free pedestal sink off Craigslist, restore had nice towelbars + a light fixture
Clean, new shower curtain, throw rug or mat, put like items in small dollar store plastic boxes (like all hair brushes and combs, all toothbrushes, etc.), new towels. LED bulbs.
Pretty full or queen size sheet or shower curtain-$10; new curtain liner from Dollar Tree-$1; mirror or art from thrift store, cleaned up-$5; two new coordinating towels from Family Dollar-$10; 1 soap dish from thrift store-$1. Make sure the walls, tub/shower, sink, toilet, floor and ceiling, and the cabinets and shower curtain bar and hooks are all as clean as you can get them.
