70s bathroom. How to remove soffit, removing/painting over wallpaper?

Soffit may be covering ductwork, so remove carefully. Wallpaper installed on plaster is generally easier to remove than paper over drywall, due to adhesives used.
We did paint over wallpaper once.....had intact, tight wallpaper & prepped the surface. Worked ok......able to see a few seams when the light shines on it just right, but not really noticeable overall. Works for a quick fix/update.
