I hang mine the height of the shower curtain plus rings so it is about 1/2"off the floor outside the tub. The tension rod is designed so you can adjust it to allow you to move it up and down.
Madonna....Most any tension rod that is recommended for shower curtains will work. You want it to be tight enough that it does not slip at all. I have used WalMart as well as Bed Bath and Beyond and others and it appears they all work really well.
Mine are out of a dollar type store! Bought on a fluke to tide me over till I could find what I really wanted. 10 years later, still up and looking good. And I use dual curtains. Fabric "hotel style" quick dry liners and decorative fabric shower curtain.

I always hang mine so its AT LEAST two inches above the floor of the tub/shower then it won't sit and soak and get nasty. Also at least two inches outside of the edge of the shower/tub so its not so likely to attach to anyone who is taking a shower lol Tension rods are nice because you just screw them tight.
