How about painting your tile??
You can apply vinyl right over your tiling if you want. You'll need to level out the floor to help go over the tiles and smooth out those grout lines. You can pick up self leveling compound to do this. After that you can lay your adhesive and whatever vinyl you want.
If you have any loose or broken tiles you need to replace those first and then you should fill in grout lines so you have a smooth flat floor to start with
Putting vinyl over the tile is labor intensive , not cost effective and will lessen the your property value . Please consider painting the tiles or even an easy stencil . You can get the makeover effect with the ease of upkeep that comes with tile .
Self leveling cement won't stick to the tiles unless they are sanded to roughen the glaze. Painting the tile with a tile paint kit would be your best bet.
Rustoleum Tub and Tile Kit. It is epoxy based so there is strong odor to it. Open windows when using it and maybe a fan. But its less involved and troublesome than the prep involved in replacing the tile.
