Looks like they are cut to size and slid in the boots.
Just cut them an inch or so shorter than your boots and put them in- unzip if there are zippers. Rolled up magazines work well too...
Just get a pool noodle - cut it the length of the inside of your boot and place it inside the boot. Cut one for each boot. Easy Peasy.

I use pool noodles for ones stored on the shelves and s hooks with clips also to hang boots.
