Hi Donna. I'm Cindy. Think vertical. You can install shelving all the way up to the ceiling. There's a lot of space up there. I also recommend using space bags. I have used space bags for a few years and I love them. I can fit 2 sets of comforters, shams, bed skirts, and pillows into one of the large bags. Then I hook it on to my vacuum cleaner and suck all the air out of it. They come out flat. It is amazing. You could put coats, jackets, scarves, and all your winter gear in them. I love the space bags and I recommend them. Good luck Donna. I came back to your question and did an "edit" addition to it. I had another solution for your small closet. You can use the back of your closet door for more storage space. I like the idea of hanging a shoe organizer and using the "pockets" for small items. Bye again.

Get at least one premade or kit cubby shelving, (tall slender) . (Box up and store out of season clothes and shoes.)

use cubbies to fold or roll t’shirt fabric clothing like maxi skirts, palazzos, dresses. Place in cubby with same kind,( all skirts in one, T-shirt’s in one...)add poles to each side of cubby on one side put a pole for longer outfits jumpsuits maxi’s that you don’t want to roll up. Longer tunics... the other side, two poles for shirts, shorter skirts,...the lower cubbies you can put shoes in. If you can put in an upper shelf widen it so you can put a couple of bigger baskets, to put your purses in.

heres photos for reference and where to get. Also check IKEA.

Have you watched the Netflix Series Tidying Up? It is based on a very popular book about the KonMari Method. It is everywhere you look and talks about decluttering and only keeping what you love. I used it to overhaul my small closet & it worked great!
