Try sorting items into clear plastic storage containers, Label and staking them.
Plastic shelving units that have individual legs between each shelf, can be assembled in any total height you want.
Then those shelves can have clear or tinted stackable and label-able bins on the shelves.
Ladies shoes can fit easily in a Dollar Tree hard plastic box.
If you can find the studs, additional rod-n-shelf brackets are about $1.50 each and PVC pipe is a cheap rod, with an MDF shelf.
Flocked hangers will give you great space saving. I keep like items together and sort by weight (sweaters to tanks tops) and dark to light. Then same for pants, then dresses. It makes it easier to find items to match that way.
what you do is totally dependent on what you currently have. Can you take a picture of the closet in question or at least describe it? In my closet I once put spring type curtain holders (4 of them) to divide a shelf in thirds, this held stacked sweaters neatly. Sometimes replacing one bar with two, is the answer. Depends on what you have now, what can be done to change it.
It all depends on the size, shape, and shelving (or no shelves) in you closet. Please send a picture so you can get the advice you need.
I built mine out of pine shelving board. It's in a 6' closet. One side is single rod, the other is doubled. In the middle is a small section of shelves for shoes.
