just a bit smaller? for the same size bed? if the sheet has some cotton in it, a run or two thru the dryer should do it
If you need it MUCH smaller you could consider using bungee cords (like the pic I'm attaching), hook them to the sheet on one side then run it under the mattress and hook it to the sheet on the other side. You will want to get a rough idea of the distance so you buy bungee cords that are long enough but not TOO long.

Sheet straps will also work. Something like this:

put sheet inside out on the bed your wanting it to fit pin it so it a good fit then sew it . and if a lot is take in and not going back to use at that size cut off the extra turn right side out and put on bed
Use hair ties, for ponytails. Grab each corner and wrap one around how far needed to get it to fit. You could use rubber bands also but the ponytail hair ties are much stronger! Hope this helps!
