All you need in that case is location fittings for the Bar, available from DIY store. and screws that fit and a screw driver. Decide where it is to go and mark the spot on each side of wardrobe and then go for it... You can always get more room in your wardrobe if you add a length of chain to each hanger hook and thread through other hangers as required or use Can pulls to do the same thing......
I added a bar in my closet and I had to first determine what I was going to hand on it. I then measured the longest piece of clothing to hang on the top bar including the hanger added 1 inch. Measured from the top of the upper bar on the side of the closet and made a mark this should be the top of your second bar. do the same on the other side and place your second bar it should be level. Hope this helps good luck.
If you look at the existing bar you will see what you need. There will be two round fittings (either plastic or metal) on either side of the wall that hold the bar in place. You can purchase those at any hardware store. Measure carefully where you want the second bar to be (you don't want clothes to drag on the floor, or to interfere with the top rock). Make sure both sides are equal. If you line up the fittings with the existing upper rack you will know you are attaching to a stud. You will need a drill to attach the caps to the wall. Once that is done you just slide the bar into the fittings.
There are fittings that screw into the wall that you place the bar into, to hold it in place. Measure from the floor up to determine where to place the bar, and keep it as level as possible.
I have used chains in the past, but more recently I bought wood rods that have a metal rod through them that hooks over the upper bar. This is much sturdier. I recommend hanging the lower rod from the upper rod so that it is not the full width of the closet. You need about a foot of space that is full height for dresses and long coats
