A second curtain rod hung just beneath the length of most shirts for half the closet will add a lot more hanging storage. New curtain hangers are pretty inexpensive on Amazon, I purchase 100 velvet covered hangers for around $40 and I'm very happy I made the investment. A small shelf would work to help get some things off the floor as well. I would check your local thrift stores for cheap shelves.
Take everything out, give it a fresh coat of white paint. Invest in decent hangers, I am partial to Joy Mangano hangers. Add shelves or rods - all inexpensive from any hardware or home improvement center. Purge items as you put things back. Use what you have, baskets, bins, etc. for small items like gloves and accessories.

Your question is very vague. I have found it purging items no longer used is a great way to start a makeover of any closet.
