If you do not want to go to the trouble of building an armoire, go to the Salvation Army. I saw several armoires there priced range from $79-$100 and they were all in decent shape. Ikea also has some nice ones with instructions
We opted for adding closet space with furniture. When you say "free standing", I wonder if you mean completely unattached. You can build something similar to a clothesline on wheels by using moving dollies. I would check marketplace and thrift stores for an old tv cabinet that you can convert. I see them given away in our area quite often. My daughter did that and loves it.

Have you looked into IKEA cabinets and closets? Or an old hutch with a bar to hang clothes.
