Could you show us a picture of what you've got? It's hard to picture what you want to do with the foam. I'm confused.
I would start with foam pool tubes. I am assuming you want to attach them to the edges of your pre-existing bookcase. Cut them in halves and then quarters and maybe even eighths depending on the size of your shelf edges. Then flatten the back and carve away with an xacto knife. I am not sure what kind of paint to use, but would start with tempura and seal with poly before gluing or nailing to your shelf edges.
