You could try a reciprocating saw or a saw that uses a cut off wheel
If you just want to cut them off flush with the top of the concrete so you will not have the hole to fill,you can use a 4 I/2 inch grinder with the thin cutting disc.That will cut them flush with the top of the concrete in a flash.
Dremel does make bits and discs for metal cutting. The discs should give you a flush surface. Check on Amazon for ideas on what is out there. :)
Dremel is meant for small little craft projects. A 4-1/2" cut off disc on a grinder will work fine. Wear safety glasses as sparks will be flying.
