First you'll need a permit for construction, and you'll need footings that are covered in cement. The lumber should be treated wood that you can roll a weatherproof stain over it.
I bought concrete deck blocks at Lowes Hardware. These are wonderful. No Digging!

Treated wood or composite deck boards for the decking. Treated wood will still need to be stained to get the deck to last as long as possible. Composite deck boards do not have to be stained and will last longer, plus they are mold and mildew resistant. But they are more expensive than treated wood.
Make sure that your deck has a 1/4" drop in height away from the house to help rain run off.
