Help to build a deck for a 22 feet round pool.

This is a 22 feet x 52 inches round pool. I want 10 x 5 level with the top of the pool and a rail to limit access. From the first level a second deck at ground level 10ft x 8ft.

first check with state, county, city codes. you may need a building permit. if a permit is required you may need detailed building plans done up. you might need to update a fence around the pool. will your insurance cover any accidents that happen while building the deck? occasionally, I've hired a contractor as an adviser, we did the work, they pre inspected and kept us on track.
