The easy solution is 4 concrete blocks and a pallet. Whatever you use on the outside (plywood, siding, etc) should extend over the sides of the pallet. You can put a plywood floor in, or leave it open to drain.

My husband built this tool shed. It is 4' X 8'. I remember that he hauled a huge beam up from the beach to use as the front part of the foundation. He framed the building in and used found door and window. This is not insulated. It is floored and I think that was found flooring also. We have had this over 30 years. You need stability for a sturdy structure.
