How do I build a porch deck railing with hog wire

You will need a wooden "frame" to attach the wire. Posts, upper, and lower wooden rail. Then staple the wire to the wood. IF you don't want the staples to show, you can put a 1x4 over that area as well.

While hog wire is sturdier than chicken wire both require upright posts for support. Even hog panels must be tied to uprights to hold them in place. http://okbrandwire.com/wp-content/uploads/2018/05/hog-panels4.jpg
If your deck has no posts along the edge you will need to add some before you can attach any fencing. On a finished deck railing posts are often screwed to the deck end or rim joists: https://cdn1.tmbi.com/TFH/Step-By-Step/FH04JAU_DECRAI_05.JPG
Just make sure you meet local building code! You don't want small children or pets to get injured. Love the design aesthetic, I was recently at a commercial establishment that had this on their deck/patio, now I wish I would have snapped a few photos.
