This is going to take some excavating to get thing just right. You want the stairs to be stable so you are going to need to do some base preparation and you need the two steps to have the same rise and run (height and depth). You also need to take into account the thickness of the pavers. Another factor is mating the stairs to your existing walkway (if you have one). Any way that you could send us a picture? What is the height between the ground and the door threshold? In the meantime, here are a couple of tutorials that show you the basic process:

Hello Helen,
Place the pavers where you want them to be and cut around the shape of them with a spade. Remove the soil and set them in and if necessary backfill to make sure they are firm.
