Mortar or cement will crack and crumble from ground movement. Get some bricks, pavers, border block and set them in the ground as a border.
I would line the wall with the black garden fabric first before putting in the soil. This will prevent the soil from leaching through but allow the water to drain.
you really need to find out where the excess water is coming from and divert it away from your flower bed. This problem with the concrete won’t exist if the issue causing the washing is resolved. If you go out during a rain event, watch where it’s coming from, then you can find where you need to start your diversion of the water.
