Give your self permission to do as you please on your property. Some times neighbors feel the same way you do about privacy and might go in 50% on a treated wood fence. You put it on the property line and he maintains his side and you maintain yours. My husband and I did that w/a neighbor w/HOA's blessing.

I have also used Emerald Green Arborvitae (a pyramidal evergreen). If you have loads of room Leyland Cypress make a good screen. I live in Zone 7 but you can adapt plant material to your Zone. Hedges or blooming bushes such as Privet and Rose of Sharon or Crape Myrtles. Always consider the plant's mature width and height in consideration of your neighbor's property line. Best of luck to you.
