I have a small budget. I paid a builder to do the rough in. I will have to subcontract the rest. I wish to put a deck with a roof before winter snow sets in

Ramps must be constructed following UCC (Uniform Construction Code). Don't start this project without knowing the specs, or you may be forced to remove it. Decks are best attached with lag bolts. Check out "www.thisoldhouse.com", under decks and ramps, then contact your local code officer. Many areas require permits for decks and ramps.
This would be a wonderful opportunity for a supervised project for high school shop/woodworking students at your local high school. It might be something you could propose/request at the next School Board Meeting. You will have to pay for the supplies and could volunteer at the school as payment. To me it would be a win/win opportunity for you and the students. Best of luck.
I used pallets for first 3 years till I saved money to build my walkway,20 feet, to my front door. No oermits,Penn.,in Willow. We are rural. Pallets will last only so long. Used 3/4inch USB , over pallets. Painted,then laid indoor outdoor runner to walk on. You can shovel abd wont scrape wood with runner. Dig down,lay them flush with ground a bit. We are in Ak. Do best you can. Also ,if disabled,or senior,or low income,call ACDC in palmer for they will do it professionally. Best to you. My ramp.
