Only if you don't mind them rotting out in a few years.
You can, but it won't last long. If your concern is budget go with pressure treated pine. Rot and termite resistant. A few bucks more than untreated pine.
If you use yellow or blue pine, keep it painted or sealed, no problem. But it needs to really be maintained on a regular basis. good luck.

I agree with William here, if budget is an issue your best choice would be pressure treated pine (also known as green treated) its what I used on my deck and its holding up great
