If you're willing to drop the cash, get tall Green Giants installed, in a staggered pattern, 6' apart, trunk to trunk. Keep them well watered, the first year or two, and mulch at the base, to within 12" of main trunk. Feed them, the 2nd year, in the Fall with fertilizer spikes (2-3 per tree, at the outer edge of dripline). They grow like mad in 3 years time. Grows up to 50' tall, are solidly branched, virtually no maintenance, cut views, noise, and snow. Great for privacy. Otherwise, sounds as though you need a 10' privacy fence, which is hard to obtain, and requires regular maintenance. You can always install other hedging/perennials in front of these, if you need additional distance between you and your neighbor.

You can always plant cedars or the like that will grow reasonably fast. we too have a neighbor like that and have planted arborvitae and they grow well - tall and wide!

Keep calling the town until you get someone to respond. Call the newspapers and tv stations and tell them about the unauthorized dump growing your backyard. There are tv stations that will help with things like that.
This man lives next door to a city councilman. The city sent a person out and they told me if it could not be seen from the street, they couldn't do anything about it. If the vehicles are parked just right, you can't see it, but I still can. I think the next call I'll make will be the health department. It has to be attracting rodents, snakes etc. I don't get close enough to see if it smells..
