What are your deck steps made of?
Lowes or homedepot usually sell kits to make railings
My husband used a 4 x 4 at the base on cement , attached it to the top of the stairs with a 2 x 4, and added 1x1 rails along the side by nailing them to the outside of the steps. It looks great! Here is another one with the bottom being only a 2 x 4.

You’ll need to use treated lumber or cedar.
The fasteners will need to be coated.
The handrail needs to be 30-32” tall and withstand a “leaning force” of 200 lbs. Therefore how you attach it to the deck steps is critical.
Steps under 3 treads don’t need a handrail, by Code.
Spindles in the handrail must be closer than 4” OC.
