Cedar would be best, just don't use pressure-treated wood - too many chemicals!

Don't use treated lumber only if you are planning to use it for vegetables. If you can find treated lumber that doesn't have the arsenic, you can use it for veggies. Some people line the veggie garden with plastic to avoid the arsenic leaching into the soil of the garden and affecting the fruits of your labor. It is ok to use treated for flowers since you won't be eating them.
Cedar is a great choice! If you're looking to save money, cedar fence pickets are cheap and would be great for the outside framing.
