Add 1/2 " x 1/2" wood to sides and back where you want a shelf. Glue and screw it on. Then cut a 1/2" sheet of wood the size of your shelf and lay it on the ledge you just made. You'll have to cut out for the pipes.

Hi Darvi, you could also consider buying an addition to the cabinet. I found several I'm excited to add to my lower kitchen cabinets on Amazon. Some of them slide out, some of them add drawers and shelves etc.

Under half my bathroom sink , I bought two small plastic 3 drawer organizers , I placed then right next to each other and it took up almost one whole side. The tops of them are flat, so that acts as a shelf ( they are pretty deep ) and I have 6 drawers of storage underneath ! Great for make up , hair bands & pins , first aid items , q tips, make up removing pads ....

With a high shelf, simply cut out the portion of the shelf so that it can fit back into the cabinet and around the pipe.
