Most of those file frames have the metal side pieces scored so you can snap them off with pliers/channel locks to fit the depth of the cabinet. You could put this on the floor of the cabinet, and then install a shelf above for some other storage like your printer paper..... but be sure to put it high enough you can get your file folders in and out withoiu having to take out the shelf.

You can purchase a hanging file frame, made to go inside a filing cabinet. They are free standing and you can just sit inside the cabinet. Then drop in some hanging folders to hold your files.
you can find hanging file racks most anywhere even Walmart they sit on a frame and you just hanging the hanging folders from it
