Outside garbage can holder

Help! I want to make something simple to hold/put our outside garbage cans on. I thought I had it all planed out as far as how to do it, but am now doubting myself. I have the "flat" part to set the cans on and 4 legs. Oh and I have screws, nails, bolts, nuts, L-braces, drill, hammer, saw and the bungee cord to "lock" them on there. All I'm missing is the uh.. "diagram" on how too. It will be sitting at the curb. Can anyone help?

    Will the area it sets on be level? Do you have an inspiration photo? A photo of where it will set will help to.

    Yes, well as level as the yard can be. I'm just wanting something to put the garbage cans on so they don't lay in the yard when empty. Or roll down the street in high winds. I don't have any photos, but the way I see it is the posts (4 corners) are 3ft and a piece of plywood 4ft long & 3ft wide and off the ground a foot - foot & 1/2. And a rail 2x4 on the back side with the bungee cord/chain to hold them in

    I made one with the front & back picket fence sections. At the end I have a picket fence gate and the concrete base extends out 6' from gate. Garbage day comes and I roll the can out for pick up and then back in to its stall. In front I have a rose bush and just some low ground cover on the concrete slab outside the gate. So far the garbage truck has not damaged either the fence nor the ground cover.
