Hi Glenn, here's a how to video from This Old House: https://www.youtube.com/watch?v=pIQXOaXch2s I know nowadays you can also purchase storm cellars a basically just bury them yourself too.
When we built ours, we dug into the side of a large hill. Then laid concrete blocks for all sides, leaving a door opening for a regular steel door. Then put corrugated steel for the roof and covered with dirt.
We have another similar under our porch, the only difference is the steel has concrete poured on top of it.

How about building the wall with concrete blocks. Then parge the blocks with concrete. Cheaper than pouring concrete walls and less work.
