Whenever I need to clean my flat stainless steel electric stove top I first cover it in a layer of baking soda then spray it with white vinegar. I leave it to bubble for at least 15 minutes and then I cover it with a hot damp towel and leave it for another 15 minutes. Then I just wipe it up and it always comes really clean. Really hard core grit I use a razor blade on.
There are specific cleaners for stainless steel at your retail stores or home improvement centers! Another tip if your not aware already is when cleaning your stainless steel always scrub back and forth with the grain of the stainless. Never go in a circle motion or cross grain cause those scratches will stand out like a sore thumb! Best of luck
I use 91% pure isopropyl alcohol to clean my stainless steel sink and it leaves it shining. Put some on a clean rag, wipe stove top, then wipe again with another clean rag and watch it shine.

I use Bon ami and wash off really good to prevent a dusty appearance
