I would get some of those stainless steal wipes and give it a good wipe down.
A little vinegar and a soft cloth should do it.
I use a microfiber cloth that is barely damp and nothing else to clean all my stainless steel. It wipes streak free. Once a month I do a "shine" with a couple of drops of cooking oil.
I use the Norwex window cloth on my stainless steel. But any fine fiber microfiber cloth will help do the job. Even like the clothes that come with glasses to remove smudges - those will remove smudges off of your toaster as well.

I use a mcrofiber cloth and just add a dab of water to the corner of it then wipe toaster then go back and buff it with the dry part of the cloth

I got some Sorayway cleaner on Amazon and really like it.
Bio Cleaner paste, sponge and microfiber towel to dry. The stainless steel cleaners I have used will not remove the baked on stuff on a toaster. They are basically an oil based product and leave smeary film.
You can buy stainless steel cleaners that are specific for just that. I have tried Mr. Clean magic erasers to remove anything tough and then the stainless cleaner.
Done. Thanks to all! Vinegar alone didn't deep clean. I added a few drops of dawn and used a microfiber and that helped. Had to graduate to the green scrubbie and went with the grain and that finished the clean. I didn't have Weimans polish so tried Brasso which didn't leave a shine. Will try Weimans next time. Then tried silicone sealant. SURPRISE! What a shine! Who knew that a grout sealant works so well on stainless steel. It also doesn’t seem to smudge as easily. Thanks again!

Hi Linda, hope this helps you out, , a little vinegar goes a long way to restoring its exterior with a nice shine. Fill a spare spray bottle with equal parts water and vinegar, plus a drop of dish soap. Mix up the solution, spray it onto a fresh microfiber cloth, and wipe down your toaster.
