If it's not completely around the wire rack, I'd warm it a little bit and pull it off. If it IS completely around the rack, I'd take the rack out of the oven and use a utility knife to cut as much off as possible. If there is a small amount left on the rack, I'd soak it in hot water to soften the plastic then scrub or scrape it all off. That's what I'd do, off the top of my head. :) But I also looked it up for you. Here's the article I found. Wishing you the best!

I would put it back in the oven and warm the plastic up a bit then take a scraper and peel it off...
Have you tried freezing them?
Try freezing or heating the racks then use a wire brush or a serrated knife to scrape it off. It will take several tries to take it off. After most of the plastic is off, burn off the rest by heating the oven at its highest temperature, making sure the kitchen fan is on and the room is well vented. It will smell with noxious fumes
Take it outside and smash it with a hammer. It’s plastic should just break off.
I would wait till it’s cold, then scrape it off.
Try placing rack over old towel and ruban ice cube over it, then scratch off
