It is a thick layer of minerals that have build up inside my bathtub for years
When I have really tough stains, I sometimes soak cotton in bleach and let it rest on the area for at least an hour. If your tub is older, you could also try a pumi stick. The pumi stick would damage newer fiberglass/ plastic tubs.

I would try a Magic Eraser. I purchase mine from the dollar tree and I love them. If that doesn't work I would fill the tub with water and add several cups of vinegar and several cups of hydrogen peroxide and let it sit.
