use Rustoleum paint after sanding off all rust. If you don’t have an exhaust fan, install one.
if you are getting rust, then you probably have a moisture problem. Installing and using a fan when showering or opening a window to release the steam should prevent rust from forming.
You must have high humidity in your bathroom. Try wiping them immediately after bathing.
It's not always from the moisture - The only spot I ever get rust is right near the toilet area, which is caused by a houseful of boys that can't aim well, or shake it off too much - Painting does not prevent THAT rust from re-forming, even having my covers powder-coated only prevented the rust for about a month or so
