Do you mean that it is dried? If so Try vinegar with a scouring pad made for non-stick. The acid will weaken it up so that should help, but will need a lot of elbow grease.
You use a large car sponge wrung out til its only damp, and wipe diagonally across the tiles so you don't remove the grout. Rinse it out and wring it out real well frequently.
Here's some information. Use lots of water so as not to scratch your pretty tile. It can be time consuming but well worth it in the end. Good luck!

Try using an emery board since it is narrow and you can control where to use it to sand down the grout. Be careful not to touch the tile itself or it will scratch.
I’d use both methods others above mentioned, if it’s a little thick sand it down close to the tile as you can without scratching your tile. From there it’s going to take moisture to soften it! You can take a damp sponge and try taping it with longer pieces of tape so the tape will have a good dry area to stick to and let the wet sponge do the hard work softening the grout. Try leaving the sponge wet on the area 1/2-1 hour then try scraping it off with a plastic putty knife or even just a damp cloth might do it too!
