I use a toothbrush to get inside the jets. You could also use a metal straw brush.

I cleaned houses for many years and I would fill the tubs just over the jets pour in a gallon of bleach and let it run for 30 minutes with the jets on- I would use a toothbrush to get the gunk out. I saw repair folks coming in to clean out the jets for folks and this is what they did and they charged $75-100 an hour. The jets do not drain properly so water sets in them and causes mold and mildew the black gunk you see
Jet Cleaning: Fill the tub with hot water to about 4 inches above the highest jets. While the water is running add 1/8 cup of powdered dishwasher detergent and 1 cup of bleach. Bleach is an effective disinfectant, however, some manufacturers may advise avoiding bleach as it could dry out internal gaskets. If bleach is not recommended, use 1 cup of white vinegar instead. Once the tub is filled with hot water, bleach (or vinegar) and dish detergent turn on the jets to the highest pressure and let them run for about 15 minutes.
Depending how long it’s been since you last cleaned the jets, you may see some pretty gross stuff churning around in there. That is a good thing; it means the pipes are getting a good cleaning.
Rinse: Drain the tub, cleaning out the residue and refill it above the jets with cold water this time. Run the jets for another 10-15 minutes to rinse the tub thoroughly. Drain the tub and clean it again with your choice of bathroom cleaner.
Ours recommends using 1 cup of bleach with the jets covered with water. at least 3-4" over the jets. Let it cycle, it automatically shuts when it is completed. Drain. Then fill with rinse water to the same level and cycle again. Drain.
To clean the jets, I use blue dawn dish soap with vinegar added, then a toothbrush, rinse well and drain.
You might want to check with the manufacturer to see what they recommend.
